Intelligibility comes from speaker placement and matching the room, not raw wattage. A louder system in a reverberant hall just produces louder mush. We assess each zone before specifying.
Yes, and it often should. Emergency announcements can be prioritised over music and paging so a live or pre-recorded message overrides everything.
